And part of it is the idea that anything a person posts and tags (three weeks for dreamwith) as part of the Fest should not be crossposted (to LJ or anywhere else) for three weeks from the posting date.
For example, if I write three fics in the next few weeks, I might tag one of them 'three weeks' and not crosspost it to LJ for a while, but the other two fics I might decide aren't for the Fest and I'll crosspost them as usual.
Tagging some posts and following the Latest Things tag just encourages more interaction. Random strangers can become new friends if you stumble across their post and find something to chat about. :-)
Here's the introductory post in the Three Weeks community that will explain it better and answer questions down in the comments. It's from last year but it's been updated for 2011.

It's just that from my email alone I had no idea what you were talking about. Funny, because I think I usually get all comments, anonymous or otherwise. Hmm. Maybe it's just being delayed.
