RACINE — A Racine man has been forbidden from “all the libraries on the face of the earth” after his alleged lewd and lascivious behavior in the Racine library.

Tyree S. Carter, 20, was in court Thursday for charges of lewd and lascivious behavior and disorderly conduct after he was reportedly caught openly masturbating in the Racine Public Library, 75 Seventh St.

An officer was dispatched to the library at 10:36 a.m. Wednesday for a report of Carter’s behavior. The employee who reported the behavior said Carter was on the second floor and was “standing in the open, not trying to conceal the act,” according to his criminal complaint.

When police arrived Carter was seated reading a book at a table and the officer asked Carter if he know why police were called. He said he had no idea, the complaint said. But when the officer explained, Carter allegedly apologized and said it was his first time doing it in public, according to the criminal complaint.

Carter, who had been staying at the Homeless Assistance Leadership Organization of Racine, was transported to the Racine County Jail Wednesday, and Thursday his signature bond was set at $1,000.

As of Thursday evening, Carter was no longer in Racine County Jail, according to automated records.

If convicted, he could face up to $11,000 in fines and a year of imprisonment.

As a condition of Carter’s bond, he was told to “stay out of all the libraries on the face of the earth,” according to court records.

I am pretty sure the Court does not have the power to legislate practice in countries not America.

Also, I really love the way that they can't even bring themselves to HINT at what he might have been doing...

Oh, it says he was "openly masturbating". It's in the second paragraph.

Yeah, I think the judge got a bit carried away. I can't tell if they were showing a sense of humor or just expressing utter disgust. *reads again* Well, maybe as a condition of bond it's a legitimate court order. Probably "Don't leave town" is in there, too, making the foreign libraries moot!

Gotta admit I don't even know what you're talking about. But I'd never see anything skyworthy from here. Streetlights at the front and back of the house, plus several in an nearby parking lot.

Stories like this are often shared on some of the library-related lists I'm on. It's usually guys openly wanking to porn on public computers.

Many comment along the lines of "If you want to look at porn, get your own computer!" They don't realize that's not the point for these guys, it's part pure exhibitionism, part 'power' of doing something somewhere they shouldn't.

And of course it was his first time... getting caught.
